You can't have a third utility slot because it is hard code to have only 2. Funny thing is, the ammo and vest slot code is exist in the file but it return false so simple ini edit won't do anything unless you use modding tool. The problem with Ammo and Vest mod is it override the same file like LW did. It not only conflict with LW.

I don't understand what salvo gets you from the exo suit that you don't get out of a grenade in the extra slot. Salvo applies to grenades just as much as heavy weapons and the exo/war suit trades one utility heavy weapon slot for one utility slot (which would have a grenade in it) so the margin is not "shoot two times versus three" it's "one grenade vs one heavy weapon".
